This headquarters consists of a trio of skyscrapers, Twilight Towers, which stand on the riverfront, arrayed together like the points of a triangle. Although no longer the tallest buildings in the world, these enormous structures dominate the city’s skyline. The Twilight Towers have become a symbol of progress and hope for people around the world. They signify the idea that superhuman abilities should and can be harnessed for the betterment of humankind.
Three years before the Twilight Towers occupied this ground, it had been a blasted, twisted area known as Echidna’s Pit (a reference to Greek mythology’s mother of monsters). Prior to that, an industrial chemical plant had occupied the land since the start of World War II until the fateful day when the super-powered Anaxion (a.k.a., the Mutagenecist) detonated an experimental mutagen bomb at this site. The initial blast obliterated the factory and left behind a ruined landscape.
Echidna’s Pit emitted an unknown type of radiation into the air, the surrounding soil, and the nearby river. The radiation spread across Arcadia City and affected over seven thousand people. Of those afflicted, one in ten developed mutations giving them powers—albeit powers without conscious control. These people, referred to as the Damaged, became superhuman. The more they used their powers, the more powerful they became, but the greater the genetic damage they suffered. In the span of three nights, the city became a war zone.
