In short, the player will use a card deck and randomly gets the benefit of magic, the best being to become a dragon, or call one, or get some dragon powers.
I strongly advice you to use this arcane background, to buy the really good card deck Age of Dragons, illustrated by Ann Stokes and published by Bicycle. It will help the player to feel the background and I built the background around those cards, so it is better to enjoy it.You can use the background with a standard card deck though.
